The EP M-Commerce within ETSI was established on the basis of a technical area defining requirements for electronic signature and electronic payment for m-commerce.

Mobile e-commerce is becoming increasingly recognized as an important area, which will have a direct impact on ETSI and GSM, GPRS and 3G standardisation and other wireless technologies.

EP M-Commerce will:

  • Consolidate the ETSI members input/requirements regarding m-commerce;

  • Liaise with ETSI Technical Bodies and ETSI Partnership Projects. TC SEC, SCP and 3GPP™ as appropriate to initiate a collaboration activity;

  • Act as focal point and co-ordinate ETSI activities relevant to m-commerce with the key organisations involved in similar activities to liaise with e.g. GMCF, GMCIG, EESSI, WAP forum, the PKI Forum, the GSM Association, Radicchio, CEN/ISSS, ISO and the Smart Card Forum;

  • Identify approaches for inter-working with organisations which are important to the development of m-commerce, and which are currently not open for ETSI members to join e.g. ECBS, CEPSCo and EMVCo;

EP M-Commerce will address the specific technology aspects of the following work areas:

  • A systems approach to the interface between fixed e-commerce and m-commerce.  

  • Based on a systems approach, the relative benefits of a specific m-commerce solution whether in network, smart card, phone, and/or terminal devices will be identified.

Particularly the following tasks are considered:

  • Device independent wireless public key infrastructure, PKI and security environment (including user devices) for m-commerce and digital identities;

  • Payment Activities

  • Interoperability requirements;

  • Technical, legal, regulatory and user requirements to standardise the generic environment and procedures for allowing the user to control more their own privacy in m-commerce.

1   Goals

Industry analysts predict that m-commerce is poised for such an exponential growth over the next few years that could reach US$200 billion by 2004. According to industry experts, the global number of wireless data users will increase from approximately 300 million to 1 billion by 2003. Estimates are that by 2001, 50 million of these users will own a commerce-capable wireless phone. A third of all Europeans will use the Net through mobile phones in 2004. Whilst operators will look forward to controlling content and commerce services, by the end of 2002 new mobile Internet provider (MIP) will start delivering open Internet access for all.

In order to get full advantage from the market growth and to avoid market fragmentation, standards are urgently required.

1.1    Scope

The ETSI Project M-Commerce was established on the basis of a technical area defining requirements for electronic signature and electronic payment for m-commerce.

Mobile e-commerce is becoming increasingly recognised as an important area, which will have a direct impact on ETSI and GSM, GPRS and 3G standardisation and other wireless technologies.

The overall scope of EP M-Commerce is to:

1.    Consolidate the ETSI members input/requirements regarding m-commerce;

2.    Develop further and maintain m-commerce expertise to actively address the related issues;

3.    Identify the technical areas within ETSI which will be impacted by the requirements for digital signatures and identities as per EU directive (e.g. E-Money Directive, various ways of electronic payment), in the broad sense for m-commerce;

4.    Act as focal point and co-ordinate ETSI activities relevant to m-commerce with the key organisations involved in similar activities to liaise with e.g. GMCF, GMCIG, EESSI, WAP forum, the PKI Forum, the GSM Association, Radicchio, CEN/ISSS, ISO and the Smart Card Forum;

5.    Identify approaches for inter-working with organisations which are important to the development of m-commerce, and which are currently not open for ETSI members to join e.g. ECBS, CEPSCo and EMVCo;

6.    Liaise with ETSI Technical Bodies and ETSI Partnership Projects. TC SEC, SCP and 3GPP™ as appropriate to initiate a collaboration activity;

7.    Encourage/ recommend creation of new ETSI groups if identified as necessary to actively standardise specific m-commerce aspects not dealt with by any other group and provide input to these groups.

8.    Technical, legal, and user requirements relevant to m-commerce such as but not limited to privacy, PKI, interoperability etc.

EP M-Commerce will address the following technology aspects:

1.    A systems approach to the interface between fixed e-commerce and m-commerce;

2.    Identification of relative benefits of specific m-commerce solutions whether in network, smart-card, phone, and/or terminal devices.

3.    Build upon the aligned ETSI SCP and EMV compliant banking smart card interface specifications, as currently drafted by the EP SCP working group;

4.    Support WAP and SIM Toolkit issues and the support of multi-mode and multi-configuration terminal;

5.    Device independent wireless public key infrastructure, PKI and security environment (including user devices) for m-commerce and digital identities;

6.    Interoperability requirements between different players in a m-commerce environment;

1.2    Benefits of the Project

  • Instrumental in the integration of commerce and payment functions in the global mobile telecommunications environment;

  • Facilitate the provision of mobile telecommunication technology to the financial community

  • Support interoperability between different players in a m-commerce environment.

  • Establish a Point of Reference within ETSI for m-commerce.

1.3    Project Life Cycle

The m-commerce work programme is expected to be completed within two years.

2    Work Programme and Working Environment

2.1    Work Programme

EP M-Commerce will work through plenary meetings and dedicated working groups if created.

Key inputs for the tasks identified in the scope are to be made and the tasks identified and agreed before end of the Q1 2001.

EP M-Commerce will recommend as appropriate specific tasks to already established groups, such as ETSI Technical Bodies or ETSI Partnership Project Working Groups or to newly created Working Groups, inside or outside ETSI as applicable.

EP M-Commerce will generate as appropriate ETSI Deliverables covering areas that are not addressed by other groups.

2.2    Relations Internal to ETSI

The work of the ETSI Project M-Commerce will be supported by effective co-operation and liaisons with relevant ETSI Technical Bodies and ETSI Partnership Projects, e.g. TC SEC, SCP and 3GPP™ as appropriate to initiate a collaboration activity. In particular work shall be aligned with and support agreed approaches for GSM / UMTS™ evolution in 3GPP™.

2.3    Relations External to ETSI

EP M-Commerce will act as a focal point and co-ordinate ETSI activities relevant to m-commerce with the key organisations involved in similar activities e.g. GMCF, GMCIG, EESSI, WAP Forum, the PKI Forum, the GSM Association, Radicchio, CEN/ISSS, and the Smart Card Forum.

EP M-Commerce will identify approaches for inter-working with organisations which are important to the development of EP M-Commerce, and which are currently not open for ETSI members to join e.g. ECBS, CEPSCo, and EMVCo.

2.4    Other issues on relations with other committees / standards bodies

EP M-Commerce will avoid duplication of work with other ETSI TB's and with other standards bodies.
Also, the work will address the global challenge and not be Euro centric. However it is recognised that regulatory considerations will be based on EU requirements.

3    Resourcing

3.1    ETSI Members

ETSI Project M-Commerce is receiving the necessary support to progress and move things forward, as shown by the commitments and interest that the following ETSI members have shown so far: France Telecom, Motorola, Siemens, Sonera, Telecom Italia and Vodafone Air Touch.

3.2    ETSI Secretariat

The standard range of support services for the management of certain administrative issues will be required from the ETSI Secretariat, in accordance with the ETSI Quality Procedures in place.

4    Working Procedures

The ETSI Directives shall apply.
