Dynamic Efficiency, the Riskless Rate, and Debt Ponzi Games under Uncertainty
@article{Blanchard1992DynamicET, title={Dynamic Efficiency, the Riskless Rate, and Debt Ponzi Games under Uncertainty}, author={Olivier J. Blanchard and Philippe Weil}, journal={The B.E. Journal of Macroeconomics}, year={1992}, volume={1}, url={https://api.semanticscholar.org/CorpusID:19369823} }
In a dynamically efficient economy, can a government roll its debt forever and avoid the need to raise taxes? In a series of examples of economies with zero growth, this paper shows that such Ponzi games may be infeasible even when the average rate of return on bonds is negative, and may be feasible even when the average rate of return on bonds is positive. The paper then reveals the structure which underlies these examples.

Optimal Rollover of Government Bonds in a Dynamically Efficient Economy ∗

Economics
Government debt can be rolled over forever without primary surpluses in some stochastic economies, including some economies that are dynamically efficient. In an overlapping-generations model with…

The Sustainability of Budget Deficits in a Stochastic Economy

The transversality condition on government debt requires a zero limit of discounted future debt. The paper shows that, in a stochastic economy, the relevant discount rate depends on the probability…

We demonstrate that stochastic bubbles which have a constant, exogenous, probability of collapsing may exist, in general equilibrium, on an intrinsically useless and unbacked asset (money). This may…
